IAF at WIPO SCCR37

Luke Alcott Accessibility, Artists Resale Right, Copyright law, News, WIPO

IAF attended the WIPO Standing Committee on Copyright and Related Rights (SCCR37) in Geneva during the week commencing 26 November 2018.

The SCCR37 agenda continued the work of previous sessions on the Broadcasting Treaty; Limitations and Exceptions for Libraries & Archives; Limitations and Exceptions for Educational and Research Institutions and for Persons with Other Disabilities; and a range of proposals for further work, most importantly on the Artist’s Resale Right (ARR).

IAF once again gave support for the potential permanent inclusion of ARR on the agenda of the SCCR at WIPO, and the WIPO task force on this issue. The SCCR did not agree to add ARR to the agenda on a permanent basis yet; however, the ARR task force showed some progress particularly in its scope for fact finding on the subject. IAF will engage with the ARR task force going forward.

PLR International held a side event with a panel discussion highlighting the vital importance of Public Lending Right (PLR) for authors and the creative economy. A summary of the event can be found here.

With growing pressure to devalue copyright in recent years, IAF presented The Case for Copyright, which outlines the essential principles for building a case for copyright and licensing, to WIPO delegations. See the full document here.
